브레이크뉴스 정민우 기자= 최근 5년간 강원랜드에 콤프 지급 규모가 5700억원에 달했으나 불법적으로 사용하는 ‘콤프깡’이 확산되고 있는데도 관리·감독 기능은 제대로 이뤄지지 않는 것으로 드러났다.

강원랜드에서 시행중인 콤프는 카지노 이용 고객에게 숙박이나 식사 등 내부 시설을 무료로 제공함과 더불어 지역 경제 상생을 위해 지역 가맹점으로 사용처를 확장해 현금처럼 쓸 수 있다는 점이 특징인 제도다. 2021년 1236억 원, 2022년 1136억 원, 2023년 1175억 원, 2024년 1242억 원, 2025년 8월까지 912억 원 등 최근 5년간 지급 규모는 총 5701억 원에 이른다. 

더불어민주당 김동아 의원이 강원랜드로부터 제출받은 ‘콤프 제도 운영 현황’ 자료에 따르면  콤프 불법 사용 적발 건수는 △2020년 1건 △2021년 2건 △2022년 0건 △2023년 1건에 그쳤다. 

그러다 지난 2024년 들어 실사 강화와 제보 접수가 본격화되면서 한 해 동안 무려 29건의 콤프깡 사례가 적발됐다. 이는 단속이 강화된 결과이지만, 동시에 그동안 얼마나 많은 불법 거래가 제대로 걸러지지 않았는지를 보여주는 대목이다.

문제는 관리 인력과 법적 근거 모두 턱없이 부족하다는 점이다. 단말기 이동 등 기술적 회피 방법은 날로 정교해지는데, 약 1600개 가맹점을 단 4명의 현장실사 인력이 관리하고 있는 상황이다. 현행법상 직접 처벌할 수 있는 근거도 없어 사건을 경찰에 넘겨도 솜방망이 처벌에 무혐의로 끝나는 실정이다.

이에 김 의원은 “강원랜드 콤프 제도가 지역 상생을 위한 취지로 시작됐지만 콤프 불법 사용으로 오히려 지역을 위험에 빠뜨리고 있다”며“지역경제에 영향이 큰 만큼 법적 제도를 정비하고, 인력 충원 등 관리 체계를 강화하여 지역경제 활성화에 기여할 수 있도록 근본적인 개선이 시급하다”고 강조했다.
