국회 과학기술정보방송통신위원회 소속 국민의힘 이상휘 의원(포항 남·울릉)이 우정사업본부로부터 받은 자료를 분석한 결과, 대통령 취임 기념우표 발행과정에서 대한민국 우표규정을 명백히 위반한 것으로 드러났다. 

우정사업본부는 이재명 대통령 취임 기념우표는 발행계획 공고 이전에 이미 구매계약을 체결한 것으로 드러났고, 박찬대 의원의 이미지가 포함된 우표는 더불어민주당 당대표 선거로 민감한 시기에 제작 논의가 이뤄져 정권의 홍보 도구로 전락했다는 비판이 제기되고 있다.

대한민국 우표규정에 따르면, 기념우표는 수요조사와 발행안건 심의 및 발행계획 공고, 이의신청 절차를 거쳐 최종적으로 발행이 결정되도록 되어 있다. 이에 따라 이번 기념우표의 공식 발행 결정일은 8월 18일이다.

그러나 우정사업본부는 발행이 확정되기도 전에 이미 한 달가량 앞선 7월 21일, 기념우표첩 구매계약을 공고하고 실제 계약까지 체결한 것으로 드러났다. 결국 발행 여부가 정해지기도 전에 계약이 먼저 이뤄진 셈이다.

또한 우표첩에는 더불어민주당 당대표 후보였던 박찬대 의원이 자전거를 타는 이재명 대통령을 뒤따르는 장면도 포함되어 있었다. 당시 정치적 해석이 가능한 상징적 이미지라는 논란이 있었다. 

우표규정 제4조 제4항에는 ‘정치적 논쟁의 소지가 있는 소재는 제작을 거절할 수 있다’고 명시하고 있음에도, 우정사업본부는 이를 무시하고 전당대회 기간 중 정치적 의미가 뚜렷한 이미지를 제작 과정에서 논의한 것이다. 

특히 우표 제작 과정에서 대통령실과의 업무 협의 출장기록이 확인되면서, 제작과정의 협의인지, 정권 차원의 직접적인 개입이 있었던 것인지에 대한 의혹까지 제기되고 있다. 실제 우정사업본부는 6월 11일, 6월 24일, 7월 10일 등 세 차례 이상 대통령실에 디자인 시안을 보고하고 협의한 것으로 나타났다.

이상휘 의원은 “행정 절차를 무시하고 정치인 얼굴을 넣은 우표는 ‘기념우표’가 아닌 ‘권력우표’” 라며 “국가기관이 정권 홍보를 위해 행정 절차를 무시하고 충성으로 인쇄한 심각한 사건”이라며 강하게 비판했다. 

이어 이 의원은 “우표는 국가의 상징이지, 정권의 장식품이 아니다” 라며, “우정사업본부는 대통령실과의 협의 문건을 즉시 공개하고, 정치적 논란이 재발하지 않도록 우표규정을 준수해야 한다”고 강조했다.

President Lee Jae-myung's inauguration commemorative stamps were discovered to have been produced and sold in violation of legal procedures.

An analysis of data received from Korea Post by Rep. Lee Sang-hwi (Pohang South/Ulleung), a member of the National Assembly's Science, Technology, Information, Broadcasting and Communications Committee, revealed clear violations of the Republic of Korea's Stamp Regulations during the issuance of the presidential inauguration commemorative stamps.

Korea Postal Service revealed that the purchase contract for the President Lee Jae-myung's inauguration commemorative stamps had already been signed before the issuance plan was announced. Critics are also criticizing the stamps featuring Rep. Park Chan-dae's image, which were discussed during the sensitive period of the Democratic Party leadership election, for being degraded into a propaganda tool for the administration.

According to Korea's Stamp Regulations, commemorative stamps are subject to a final decision on issuance following a demand survey, deliberation on the issuance agenda, public announcement of the issuance plan, and an objection filing process. Accordingly, the official issuance date for these commemorative stamps is August 18th.

However, it was revealed that the Korea Post had already announced and signed a contract for the commemorative stamp album on July 21st, approximately a month before the issuance was confirmed. In essence, the contract was signed before the issuance decision was made.

Furthermore, the stamp album included a scene of Park Chan-dae, then the Democratic Party's presidential candidate, following President Lee Jae-myung on a bicycle. At the time, there was controversy over the symbolic image's potential for political interpretation.

Article 4, Paragraph 4 of the Postage Stamp Regulations stipulates that "materials potentially politically controversial may be rejected for production." However, the Korea Post ignored this provision and discussed the image's clear political significance during the party convention.

In particular, the discovery of records of business trips with the Presidential Office during the stamp production process has raised suspicions about whether the production process was a consultation process or involved direct government intervention. In fact, the Korea Post reported and discussed the design draft with the Office of the President at least three times: on June 11, June 24, and July 10.

Representative Lee Sang-hwi strongly criticized the stamp, stating, "A stamp featuring a politician's face, disregarding administrative procedures, is not a 'commemorative stamp,' but a 'stamp of power.'" He added, "This is a serious case where a state agency ignored administrative procedures and printed it out of loyalty to promote the current administration."

Lee continued, "Stamps are symbols of the nation, not ornaments of the regime." He emphasized, "The Korea Post must immediately disclose the documents of its discussions with the Office of the President and adhere to stamp regulations to prevent a recurrence of political controversy."
