근래의 정치이념 이슈에서 대중이 감지하는 구체적 사안에 근거하지 않는 이른바 종북색깔론은 정치투쟁에 효험이 없었다. 시장경제를 지키자 한미동맹을 강화하자 등도 국민대중에게 당장의 심각한 선택변수로서의 호소력을 발휘하지 못했다.

이런 중에 누구나 정치지도부의 잘못을 비판하고 자기의 생각이 반영되지 못함을 한탄하기 마련이지만 필자로서는 ‘우파’ 정치세력은 왜 국민속임수 정책인 한글전용 어문정책의 개혁을 효과적인 정쟁이슈로 삼지 못했는지 비록 이유는 짐작되지만 답답한 느낌이 있다.

그나마 박근혜대통령시절 말기에 초등학교 한자교육실시를 계획했는데 동시에 실시했던 역사교과서국정화에 관해서는 당시 정치세력이 들고일어나 치열한 정쟁거리가 되었지만 초등학교 한자교육에 관해서는 정치권에서는 한마디 반대도 없었다. 국민의 앞날에 크나큰 영향을 주는 정책에 관해서 정치권은 뒤에 숨고 다만 所謂 한글학회 등 임의단체들만 극렬 반대를 했는데 이에 對해 당시 황우여 교육부장관은 ‘반대가 많아서 못하겠다’는 야릇한 반응을 보였던 것이다. 그리고 탄핵과 정권교체로 결국 초등학교한자교육은 정치권은 시치미 떼고 모른 척 하는 중에 霧散되었던 것이다.

1999년 이후 언론에 한글전용과 漢字使用自由化에 관한 사회적 公論 사라져

국민상당수가 한자를 모른다 해도 한자교육과 사용자유화에 관해서는 1998년 교육방송의 여론조사에서 국민다수가 지지한 바 있다. 설사 국민이 취지를 잘 이해 못한다고해도 타당한 이유가 명백하기 때문에 단시간의 설명으로 국민의 호응을 얻을 수 있다. 이 때문인지 1999년 이후로 언론은 한자교육과 사용여부에 관한 공개토론을 실시하지 않았으며 여론조사 또한 없었다. 다만 국가정책의 ‘기정사실’로 한글전용을 추진하고 있는 것이다.

그렇다면 한글전용과 한자사용 정책을 두고 당당히 국민이 표결할 수 있는 정책대결을 한다면 한자사용을 지지하는 측은 정쟁에서 유리한 위치를 점할 수 있을 것이다. 하지만 이상하게도 - 마치 스포츠에서 정해진 규칙의 페어플레이 대결 말고는 상대방을 이기려 다른 수법을 쓰지 말자고 하듯이 - 한글전용/한자사용의 어문정책은 정파의 정책대결에서 제외되어 있다. 어떤 事案이 정파들 간의 정쟁이슈가 되지 못한다는 것은 곧 그 사안에 관해서는 국민이 선택권을 갖지 못하고 지배층의 의도대로 ‘개돼지’마냥 따라가야 한다는 뜻도 된다.

국민의 重要事案이 政爭이슈 되지 못하면 국민은 선택권 없이 끌려가야

하지만 세심히(?) 살펴보면 정당마다 어문정책의 차이는 있다. 더불어민주당의 경우 소속의원에 漢字로된 명패를 가진 국회의원이 단 한 명도 없다. 열린우리당에 의한 한글명패광풍이후에도 한자명패를 지킨 의원이 기억나기는 하지만 지금은 없어졌다.

그러므로 한자사용자유화의 어문정책개혁을 기대할 수 있는 건 상대적으로 국민의힘당 측인데 정치권에서 만약에 국회 등에서의 충분한 公的발언권으로 한글전용이 얼마나 우리의 역사현실과 모순되며 학문탐구는 물론 신분평등에도 모순된다는 것을 밝히고 이의 개혁을 추진한다면 반대할 쪽에서는 대응논리가 궁색할 것이고 정쟁의 승리는 충분히 낙관할 만하다. 그러나 알려지다시피 보수정치권 측에서 이를 기획했다는 소식은 없다.

결국 좌파정파와 입장이 대등소이하기 때문은 아닌가. 미국과의 ‘긴밀한 관계’를 위해서는 한자문화권을 포기하고 영어권에 편입하여 미국 등 서방세력의 東亞제어 지렛대역할을 해야 하는 것이 한국의 운명인가. 대일본제국의 일부로서 태평양전쟁에서 패전할 때 미국은 일본에게 한자폐지를 요구한바 있었는데 일본은 泣訴로 면제해주고 한반도만은 미국이 東亞의 결집을 방지하기 위해 양보를 하지 않았기에 그래야만 하는 것이 아닐까.

이것은 상상하기 싫은 것이며 飛躍일 수 있고 또 그렇게 믿어야 한다. 설사 미국의 일부세력이 한국의 한자사용포기를 바란다 해도 그런 생각은 오해이며 한국이 고유문화를 지키는 것이 자유민주동맹의 취지에 맞다고 설득시켜야 한다. (필자는 2010년 오바마 당시 미국대통령에게 백악관으로의 편지(아래)를 보낸 바 있다.)

보수정치권은 국민의 뜻과도 일치하고 保守의 근본가치에도 맞는 한자사용자유화 정책을 정치이슈화 시켜야 한다. 국민의 지적수준저하는 국민 스스로 알기 힘드니 그렇다고 쳐도 법률 의료 등 각종의 전문용어의 의미는 국민일반은 짐작조차 못하니 전문가집단에만 칼자루를 쥐어준다.

청년실업의 문제는 근본적으로 청년들이 막노동판이 아닌 양질의 일자리를 원하기 때문이다. 그런데 청년들이 비록 고등교육을 받았다고 해도 漢字를 모르고 세상사의 개념파악이 안 되는 상황에서는 고급사무직에서 믿음을 주기 어렵다. 결국 학교교육만으로는 충분한 지성을 갖추지 못한 일반청년들이 정신노동직에서 기존의 중장년층보다 불리한 것이 청년실업을 야기하는 것이다. 중국의 동방항공에서 일본인 승무원은 고용유지하고 한국인승무원은 전원해고 했던 사례가 어찌 단지 민족적 차별이라고 할 수 있을까. 예를 들면 限이 없는 한글전용교육으로 인한 폐해를 지적하고, 이것이 일부 지배층의 자기자리 지키기와 배불리기에 도움을 주기에 유지되고 있는 국민속임수라는 것을, 국민에게 알려야 한다. 오죽하면 교육부의 고위공무원이 ‘민중은 개돼지’라 하며 교육부의 정책방향을 내부고발 했을까.

각 政派는 한글전용에 異意를 달지 못하는 어떤 속사정이 있을까

한글전용이 정치이슈화되면 더불어민주당은 어떤 말못할 사정이 있을까. 비교적 ‘친중정책’을 펴는 상황하에서 중국과 섞이지 않고 차별화를 부각하기 위해서는 북한처럼 한글을 앞세워야 한다는 것이 事情이 될 것인가. 세력의 뿌리(?)인 여진 몽고 등 북방민족이 본래 한자를 쓰지 않는 민족이었으니 한반도에서 그 세력을 키우려면 기존의 한자문화를 말소하여 초기화(reset)시켜야 저들의 세력확장에 유리하기에 그래야만 하는 것일까. 좌파지식인 및 운동세력의 세계적 후원세력인 유럽좌파세력의 支援을 유지하려면 그래야 하는 것일까. 어느 것 하나 확실한 건 없지만 좌파정파는 우파정파보다도 한글전용을 고수해야 하는 속사정이 더욱 절실할 지도 모른다. 그것이 그들 의원명패의 완벽한 한글전용에서 나타나는 것이다. 물론 더불어민주당 내부에는 개인적으로 한글전용에 찬동하지 않는 人士도 있을 것이지만 이른바 좌파세력의 정체성을 형성하고 핵심세력으로서 열쇠를 쥐고 있는 곳으로부터의 끈이 떨어지지 않으려면 대세는 끝없는 한자문화 말살로 갈 수밖에 없을지 모른다.

보수정파 또한 이에 못지않은 속사정이 있을지 모르지만 그것이 조금이라도 신성불가침의 절대적인 성격의 것이 아니라면 국가를 위해서 민족을 위해서 그리고 자기정파의 승리를 위해서 감행해야 한다. 보수정당은 한글전용이 국민을 속이는 정책임을 밝은 장소에서 분명히 밝히고 진보정당 측의 동의여부를 물어보고 만약 진보정당측이 궁색한 이유를 들어 거부한다면 그 허위와 속임수를 낱낱이 밝혀서 국민 앞에 심판을 받도록 해야 할 것이다.

한글전용/漢字使用 어문정책개혁 정치적 승부수로 使用해야

물론 필자는 特定政派에서 어떤 이득도 받지 않고 있는 입장에서 중요한 것은 국민을 위한 올바른 정책의 施行일뿐이다. 집권 더불어민주당이 스스로 오래된 국민속임수 정책을 파기하는 용단을 내린다면 가장 환영할 일이다. 어느 쪽이 시행해도 국민을 위한 올바른 정책이면 조건없이 환영해야 한다. 그러나 만약 더불어민주당이 국민속임수정책을 포기하지 못할만한 사정이 있어서 끝끝내 국민속임수 정책을 계속할 수밖에 없다면 보수정파는 그 거짓을 난도질하여 국민 앞에 낱낱이 밝히고 이 나라의 精氣를 바로세우며 정쟁에서도 승리하여야 할 것이다. 이른바 보수정파가 역시 이러한 명백한 승리공식을 실행하지 못할만한 사정이 있다면 더 이상 허위이념의 탈을 벗고 해체되어야 마땅할 것이다. ♣

At the end of the Park Geun-hye presidency, the implementation of Chinese character education in elementary schools was planned. However, the concurrent implementation of the nationalization of history textbooks sparked fierce political debate among political factions, but there was no opposition to the implementation of Chinese character education in elementary schools. Politicians hid behind the scenes regarding policies that would profoundly impact the nation's future, with only voluntary groups like the so-called Hangul Society fiercely opposing them. Then-Minister of Education Hwang Woo-yea responded with the peculiar remark, "We can't do it because there's so much opposition." Therefore, the People Power Party is relatively more likely to expect language policy reforms to liberalize the use of Chinese characters. If the political community, with ample public speaking rights in the National Assembly and elsewhere, were to demonstrate how the exclusive use of Hangul contradicts our historical reality, academic research, and even social equality, and then push for reforms, those opposed to it would struggle to come up with a logical response, and a political victory would be quite optimistic. However, as far as is known, there is no news of such initiatives from the conservative political establishment.

Isn't it ultimately because their positions are on par with those of the leftist political parties? Is it Korea's destiny to abandon its Chinese character cultural sphere and join the English-speaking world to foster a "close relationship" with the United States, thereby serving as leverage for the US and other Western powers to control East Asia? As part of the Empire of Japan, when it lost the Pacific War, the US demanded that Japan abolish Chinese characters. Japan, however, waived the right to use them through a whistleblower complaint, while the US refused to make any concessions on the Korean Peninsula to prevent East Asian unification. Perhaps this is the only way to do so?

This is an unthinkable and likely a leap of faith, and it must be believed. Even if some in the US want Korea to abandon the use of Chinese characters, such a notion is misleading, and we must convince them that preserving Korea's unique culture is in line with the principles of the Alliance for Free Democracy. Conservatives should politicize the policy of liberalizing the use of Chinese characters, which aligns with the will of the people and the fundamental values ​​of conservatism. Even if the public's declining intellectual level is difficult to grasp, the meaning of various specialized terms in legal and medical fields is beyond the general public's grasp, leaving the power to experts.

The problem of youth unemployment fundamentally stems from the desire for quality jobs, not manual labor. However, even with higher education, if young people don't know Chinese characters and lack a grasp of worldly concepts, they will struggle to gain credibility in high-level office jobs. Ultimately, the fact that ordinary young people, lacking sufficient intellectual capacity through school education alone, are at a disadvantage compared to middle-aged and older workers in mental labor positions is what causes youth unemployment. How can the case of China Eastern Airlines retaining Japanese flight attendants while firing all Korean flight attendants be considered simply ethnic discrimination? For example, we must point out the harmful effects of unlimited Hangul-only education and inform the public that this is a deception perpetuated to help the ruling class protect their positions and enrich themselves. Why else would a high-ranking official in the Ministry of Education blew the whistle on its policy direction, calling the people "pigs and dogs"?

What are the internal circumstances behind the inability of various political factions to express objections to Hangul-only education?

If Hangul-only education becomes a political issue, what unspoken reasons might the Democratic Party of Korea have? Given its relatively pro-China policies, will it be necessary to prioritize Hangul like North Korea to differentiate itself from China and avoid mingling with it? Since the northern peoples, such as the Jurchen and Mongols, were originally non-Chinese, should they expand their influence on the Korean Peninsula by eradicating and resetting their existing Chinese character culture, which would be advantageous for their expansion? Is this necessary to maintain the support of the European left, a global backer of leftist intellectuals and activists? While nothing is certain, leftist parties may have a more pressing need to adhere to Hangul-only policies than right-wing parties. This is evident in the complete use of Hangul on their lawmakers' nameplates. Of course, there may be some within the Democratic Party of Korea who personally disagree with Hangul-only policies. However, if they wish to maintain the key to the so-called leftist identity and its core power, the trend may be towards the endless eradication of Chinese character culture.

Conservative parties may also have similar motives, but unless their commitments are of a sacrosanct nature, they must persevere for the sake of the nation, the people, and the victory of their own party. The conservative party should clearly state in a public forum that the exclusive use of Hangul is a policy that deceives the public, ask the progressive party for its consent, and if the progressive party refuses with flimsy excuses, expose their lies and deceptions in detail so that they can face public judgment.

The exclusive use of Hangul/Chinese characters should be used as a political gamble to reform language policies.

Of course, as someone who has no vested interest in any particular political party, the most important thing is the implementation of sound policies for the people. It would be most welcome if the ruling Democratic Party of Korea voluntarily decides to abandon its long-standing policy of deceiving the public. Regardless of which party implements it, if it is a sound policy for the people, it should be welcomed unconditionally. However, if the Democratic Party of Korea cannot abandon its policy of deceiving the people and must continue to do so, the conservative party must expose these lies, expose them to the public, and rectify the nation's morale while achieving victory in this political battle. If the so-called conservative party also has circumstances that prevent it from implementing this clear-cut formula for victory, it should shed its false ideology and disband.

저는 한국의 평범한 문인입니다. 저는 신문에서 각하께서 한국의 교육에 여러 번 칭찬하신 것을 들었습니다.

Dear Mr. President Obama

I am a plain writer in South Korea. I heard from newspaper that You President praised on Korea's education system several times.

Today I heard again that you emphasized American education should follow Korean eduction. Although as a Korean people You Great President praise about Korea felt not so bad, now I become inevitable to say about Korean education.

You should have heard about so-called Chinese character. Today most of world people would consider this as really China's own character, in Japan also pretty used.

But in fact at Korea until 1910 this character used more than at Japan. All of the Korea's historical record and intellectual culture are by this character accumulated.

However today's Korean education not teach this character at public education. Eventually most Korean people don't know the true meanings of intellectual words of their language, even educated superficially high.

Hence many Korean high class parents - including high government officers that made this education policy - make their children learn 'Chinese character', so that their children have no difficulty in high level study and have global mind between Japan and China.

Nevertheless so many students in plain family become lack in intelligence as people of civilized society. And they grow up to an 'inevitable patriot' who cannot find general opportunities in Japan or China. They become people for national leader easy to deal with.

As people cannot read intellectual words, only frivolous writer can be popular. So writers became very destitute.

If America really need to follow Korean eduction system, that is not difficult.

Let African-American children and American-Indian children not learn English because English is the language of those who persecuted our ancestors, and try to overcome the traces of invasion by using pure our own tribe's language. As this education scheme adopted in public school, white children in poor family also will be included.

In education, competition is a requisite. But study what is more important than study competitively. America's friend nation should be a nation in which real freedom and equality of opportunities are guaranteed. Please consider Korea's situation and help to become not a little bit shameful to be America's friendly nation.
