추 의원은 이날 “대통령실에 TF를 설치하고 국무총리 직속의 추진단을 두어 중앙정부가 직접 사업을 조율·관리해야 한다” 강조하고 “군 공항 이전은 본질적으로 국가 안보 사안이므로 지자체가 전적으로 책임지는 구조는 무리”라는 의견을 제시했다.

추 의원은 질문에서 사업 시행의 주체를 문제 삼으며 “대구경북통합신공항 건설 사업은 현재 대구시가 기부 대 양여 방식으로 실시하고 있으나, 공항 이전사업은 국가 주도 사업이어야 마땅하다”고 주장했다. 이어 그는 “대구시 연간 예산이 10조 원 내외인데, 군 공항 이전비용은 최소 10조 원 이상, 금융비용까지 더하면 20조 원에 육박할 수 있다. 지자체 단독 부담은 무리한 구조”라고 거듭 지적했다. 지자체가 고비용·고난이도 군사시설 건설까지 떠맡는 구조는 현실적으로 지속 가능하지 않다는 비판이다.

안보 시설 건설 책임 문제에 대하여도 지적했다. 그는 “군 공항 이전에는 레이더, 첨단 항법장치, 격납고, 탄약고 등 군사 보안시설이 필수적”이라며 “이런 핵심 안보 시설을 지자체가 설계·시행해야 한다는 것은 안보 국가역할 축소로 이어질 수 있다”고 경계했다.

그러면서 “대통령실 내에 ‘대구 군 공항 이전 TF’ 설치와 동시에 국무총리 직속 ‘군 공항 이전 국가사업 추진단’ 설치”를 건의했다. 이를 통해 중앙부처 간 조정, 사업 리스크 관리, 예산 배분 등을 일원화하자는 것이다.

종전부지 개발 및 수익 배분 방안에 대하여는 “종전 공항 부지를 국가가 직접 개발하고, 그 수익이 건설비를 초과할 경우 중앙과 지자체 간 수익을 적절히 배분하는 구조”를 제시했다. 

추 의원은 “국가 안보시설인 군 공항 이전을 지자체에 떠넘긴다면 사실상 추진 불가능하다.”며 “대구·경북 시민들에게는 군 공항 이전 사업이 희망 고문으로 끝날 가능성이 크다. 대구 군 공항 이전 사업을 국가가 직접 책임지고 사업을 주도해야 한다.”고 말하고 윤창렬 국무조정실장에게 대구 군 공항 이전 TF 설치 건의와 법률 개정 가능성을 대통령실과 국무총리에 보고할 것을 요구했다. 그러면서 국회 차원에서도 필요 시 관련 법 개정에 나서겠다는 의지를 밝혔다.

이에 대하여 윤창렬 국무조정실장 은 “ 그렇게 하겠다 . 지역 간 갈등의 문제 , 재정 투입에 대해서 여러 문제 가 있기 때문에 진도가 안 나가는 것으로 알고 있다 . 건의 드 릴 수 있는 부분과 제가 할 수 있는 부분을 찾아보겠다 ” 고 답했다 .

한편, 대구경북통합신공항 건설 사업은 2016년 정부 합동 TF를 통해 K‑2 군공항과 대구공항의 통합 이전을 결정한 이후, 2023년 「대구경북통합신공항 건설을 위한 특별법」이 통과되는 등 제도적 기반은 마련된 상태다.

그러나 사업을 군공항 이전 및 지원에 관한 특별법 아래 기부 대 양여 방식으로 추진하면서 부동산 상황이 악화된 상황에서 지자체가 대부분의 리스크와 부담을 떠안게 된 구조가 문제로 지적되어 왔다.

추 의원은 “광주 군 공항 이전사업과 달리, 대구·경북 지역은 주민 동의가 이미 이루어졌고 갈등 요인이 적다”는 점을 강조하며 “정책 의지와 책임만 있다면 신속한 추진이 가능하다”고 거듭 강조했다.

He continued, "Daegu City's annual budget is around 10 trillion won, but the cost of relocating the military airport will be at least 10 trillion won, and with financial costs, it could approach 20 trillion won. It's unreasonable for local governments to shoulder the burden alone." Critics argue that the structure where local governments shoulder the burden of constructing high-cost, high-difficulty military facilities is unreasonable.

He also raised concerns about responsibility for the construction of security facilities. He stated, "Military security facilities such as radars, advanced navigation systems, hangars, and ammunition depots are essential for the relocation of military airports." He warned, "Requiring local governments to design and implement these key security facilities could lead to a diminished national security role."

He also proposed establishing a "Daegu Military Airport Relocation Task Force" within the Office of the President, along with a "Military Airport Relocation National Project Promotion Team" directly under the Prime Minister. This would streamline coordination between central government agencies, project risk management, and budget allocation.

Regarding the development of the former airport site and profit distribution plan, he proposed a structure in which the government would directly develop the former airport site, and if the profits exceed the construction cost, the profits would be appropriately distributed between the central and local governments.

Representative Chu stated, "If the relocation of the military airport, a national security facility, is left to local governments, it will be virtually impossible to pursue." He added, "For the citizens of Daegu and Gyeongbuk, the military airport relocation project is likely to end up as a mere wishful thinking. The government should directly take responsibility for and lead the Daegu military airport relocation project." He requested Director of the Office for Government Policy Coordination Yoon Chang-ryeol to report to the Presidential Office and the Prime Minister the establishment of a Daegu military airport relocation task force and the possibility of legal revisions. He also expressed his intention to pursue related legal revisions at the National Assembly level, if necessary.

Meanwhile, the institutional foundation for the Daegu-Gyeongbuk Integrated New Airport construction project has been established since the government's joint task force decided in 2016 to integrate and relocate the K-2 military airport and Daegu Airport. Following the passage of the "Special Act for the Construction of the Daegu-Gyeongbuk Integrated New Airport" in 2023, the project's institutional foundation has been laid.

However, the project, which was promoted through a donation-based model under the Special Act on Military Airport Relocation and Support, has been criticized for its structure, which places most of the risk and burden on local governments amidst a worsening real estate market.

Representative Chu emphasized, "Unlike the Gwangju Military Airport Relocation Project, the Daegu-Gyeongbuk region already has residents' consent and faces fewer conflicts." He reiterated, "With the right policy will and responsibility, swift implementation is possible."
