대학을 아는 사람들은 지금 우리 대학이 처한 어려움을 안다. 학문의 수준, 연구, 교육은 차치하더라도 재정이 부족하고 학생이 줄어드는 상황을 감당하지 못하는 대학이 너무 많다.
설령 이것을 감당한다고 해도 문제가 된다. 필경 교수와 직원의 급여를 줄인 결과일 것이기 때문이다.
국민의 세금으로 운영하는 국공립대학은 논의로 하고, 사립대학이 85%나 되는데 사립대학 이사회가 재정을 지원하는 것이 거의 불가능하니 학생 등록금에 의존하거나 정부가 재정을 지원해야 하는데, 정부는 지원하지 않고 2009년부터 등록금은 동결했으니 재정이 부족할 수밖에 없다.
정부가 16년 동안 모순적인 정책을 쓴 것이다. 등록금을 동결하지 않거나, 동결의 조건으로 재정을 지원하거나, 다른, 재정 수단을 강구해야 하는데, 아무것도 하지 않고 오로지 옥죄기만 했다. 게다가 학령인구 감소로 학생이 줄고 있다.
