이번 토론회에서는 민주당 김두관 의원을 좌장으로 김형철 한국선거학회장이 발제를 맡았다. 또한 강민정 민주당 의원, 권지웅 전 민주당 비상대책위원, 이재근 참여연대 협동사무처장, 송진미 국회 입법조사처 조사관이 토론자로 나섰다.

김상희 의원은 그간 위성정당 방지를 위해 발의된 법안들의 내용을 아우르는 법안 발의를 준비 중이며, 이날 토론회에서 김상희 의원안의 당론 추진에 의원들의 중의를 모았다.
주최 측은 “위성정당은 민의를 왜곡할 뿐만 아니라 현행 비례대표제의 도입 취지를 전면 부정하는 편법”이라며 “국민과의 약속을 지키기 위해, 위성정당 방지법의 민주당 당론 법안을 확정해야 한다”라고 역설했다.
