김준형 의원(조국혁신당)은 13일(목) 열린 제423회 국회(임시회) 제1차 본회의에서 ｢한미동맹 지지 결의안(대안)｣에 대해 반대토론을 진행했다.

이번 결의안은 미국 트럼프 대통령 취임 이후 한·미 양국의 전략적 협력 관계를 재확인하기 위해 마련된 것으로, 지난 11일(화) 국회 외교통일위원회 대안가결 절차를 거쳐 오늘 본회의에 상정됐다.

반대토론에 나선 김준형 의원은 “현재의 국제 정세를 고려할 때, 단순한 동맹 지지 결의는 대한민국의 외교적 자율성을 약화하고, 국익에 손해가 될 수 있다”며, “지금은 이런 결의안을 낼 시기가 아니라는 점”을 강조했다. 

김 의원은 “트럼프 대통령에게 동맹국은 협력할 파트너가 아니라, 안보 우산에 무임승차 하는 존재이다. 미국의 이익을 위해 동맹에 정산 청구서를 내밀고, 전 세계를 상대로 관세전쟁을 선포했다”며 우려를 표했다. 

그는 지난 24일(현지시간) 유엔총회에서 미국이 러시아의 우크라이나 침공 규탄 결의안에 러시아, 북한과 함께 반대 표결을 한 사실을 언급하며, “전임 바이든 대통령이 권위주의 진영으로 적대시하던 러시아, 중국, 북한, 이란의 편에 미국이 섰다는 사실이 충격적”이라고 진단했다.

어제 일자 뉴욕타임스는 트럼프 대통령은 취임 50일 만에 “미국이 지난 80년간 어렵게 구축해 온 국제질서를 완전히 엎어버렸다”라고 평가한 사실을 소개했다.

특히 김 의원은 “내란 종식과 민생문제 해결에서 대립하는 거대 양당이, 형식적인 지지 결의를 하는 이유를 납득할 수 없다”며, 동시에 “관성처럼 발의하고, 감성에 기대고, 선의에 호소하는 방식은 이제 통하지 않는다”고 지적했다.

김준형 의원은 “(한미동맹에 있어) 혈맹을 강조하면, 그동안 미국이 치른 핏값의 대가를 요구할 것이다”며, “대한민국 국회마저 동맹에 대한 지지결의안을 내는 것은 오히려 먹잇감으로 내주는 일이 될 수 있다”고 심각한 우려를 표명했다.
