지난 4월12일 하이난(海南)의 관문인 메이란(美蘭) 공항은 새벽인데도 관광객들로 붐볐다. 인천공항에서 출발하는 직항 노선에 좌석이 없어 선전(深圳)을 경유한 데다 비행기가 연착해 새벽에 도착했는 데도 공항은 활기가 넘쳤다.

도착한 날이 마침 제주도와 하이난성이 자매도시를 맺은 지 30주년이 되는 해를 기념하는 날이었다. 오후 5시 하이난성 성도(省都)인 하이커우(海口)시 중심가에 있는 영빈관에서 간담회와 협약식, 환영만찬 등의 행사가 예정돼 있었다. 행사 시간 전에 미리 도착한 탓에 류샤오밍(劉小明) 성장, 셰징(謝京) 부성장 등과 한중 교류에 대해 대화할 시간을 가졌다. 개방을 핵심 가치로 하는 자유무역의 도시답게 하이난의 지도자들은 한국과의 교류에 적극적이었다. 특히 하이난 출신인 류 성장에게서는 하이난에 대한 애정이 깊이 느껴졌다.

2년여 만에 만난 오영훈 제주도지사와 반갑게 인사한 후 1시간여 동안 진행된 간담회에 참석했다. 류 성장은 제주도와의 협력 강화를 위한 업무협약을 마친 뒤 자리를 떠났다. 그는 13일 개막하는 제 5회 중국국제소비재박람회 관계로 세계 각국에서 손님들이 찾아와 만찬을 함께 하지 못해 아쉽다며 셰징 부성장에게 만찬 접대를 당부했다. 하이난 특색요리로 정성껏 준비한 음식에서 주최 측인 하이난성 정부의 마음이 느껴졌다. 옆자리에 앉은 왕레이(王磊) 외사판공실 부주임 등과 한중 관계에 대해 많은 대화를 나누었다. 만찬 후 하이난 문화유산센터극장에서 열린 제주도ㆍ하이난성 합동 기념공연에 참석해 오영훈 지사와 함께 한중 예술인들의 공연을 관람했다. 한국에서 인사를 나눈 적이 있는 가수 윤수현씨와 이호국 길림신문 해외판 대표 등을 만나 반가웠다.

13일 오전 하이난 자유무역항 푸싱청(復興城) IT 산업단지를 방문했다. 관리위원회 관계자들로부터 산업단지에 대한 소개를 들은 뒤 시설을 참관하고 간담회를 했다. 구도심 지역을 재생해 첨단 산업단지를 만들고 세계적인 기업들을 유치한 개발 전략이 눈길을 끌었다. 단지에 입주한 기업제 직원과 가족들을 위해 학교와 쇼핑센터, 문화시설을 고루 갖춘 자족형 스마트 산업단지였다. 다른 곳에 이런 산업단지가 또하나 더 있다고 한다.

14일 오전 하이커우 시내 전시장에서 열린 제 5회 중국국제소비재박람회장을 찾았다. 잉야성(英雅盛) 피터스 국제학교 부스와 한국관을 방문했다. 일본관에 비해 한국관의 규모가 생각 보다 작아 실망스러웠다. 나라가 어지러우니 이런 부분도 제대로 준비하지 못하는 것 같아 씁쓸한 마음이 들었다. 그래도 출품 기업의 관계자들은 열정적으로 방문객들에게 제품을 홍보하는 모습이었다.

오후에 하이난성 서쪽에 위치한 둥팡(東方)시를 방문했다. 동방의 나라 한국에서 온 방문객이 둥팡(東方)시를 방문하니 감회가 새로웠다. 하이난성 최대의 화학공장인 하이난화성신재료과기유한공사(海南華盛新材料科技有限公司)에 도착하니 천난린(陳楠林) 둥팡시 상무부시장이 기다리고 있었다. 천 부시장과 함께 차를 타고 공장 시설들을 참관했다. 한국의 울산에서 본 화학공장 처럼 잘 정돈된 모습이었다. 하이난성 자유무역항 정책에 따라 지은 화학공장인데 독일과 일본의 설비로 지었다가 중국 설비로 확장 중이라고 한다. 지난해 매출이 4000억원 정도 된다고 하니 둥팡시 지역경제에 큰 도움이 될 듯하다. 공장 본부 회의실에 마련된 간담회에서 천 부시장 등 시 정부 관계자들과 교류 간담회를 열었다. 천 부시장은 하이난 2대 도시인 싼야(三亞) 출신으로 한류를 좋아하는 지한파(知韓派)였다. 천 부시장은 "둥팡시는 베트남과 240km 거리에 있어 동남아 시장 진출에 매우 유리한 전략적 위치에 있다"며 한국 기업들의 투자와 관심을 당부했다.

이어 시내 영빈관에 마련된 만찬에 참석했다. 리아이화(李愛華) 시 당위 서기, 천 상무부시장, 천시우펑(陳秀峰) 하이난화성(海南華盛)그룹 회장 등과 만찬을 함께 하며 한중 교류 방안을 논의했다. 천 회장은 30대의 나이에 화학ㆍ건축자재 등 100여개 기업을 보유한 하이난 최대 민간기업을 이끄는 경제인이다. 정성껏 준비된 하이난 특색요리에 곁들인 반주는 여정의 피로를 덜어주었다. 둥팡시는 인구 50만명 규모의 작은 도시인데도 농업과 산업이 균형 발전하고, 고속철도ㆍ항만ㆍ공항을 두루 갖춘 물류도시였다.

만찬 자리의 화두는 자유무역항이었다. 평범한 섬 지방에 불과했던 하이난성이 자유무역항으로 개발하면서 세계적인 산업도시로 변모했다. 그 시작은 지난 2018년 4월 시진핑 중국 국가주석이 방문해 하이난성을 자유무역 도시로 만들겠다는 구상을 밝히면서 부터였다. 이후 국무원의 신속한 제도적 지원과 하이난성 지도자와 공무원들의 노력으로 7년여 만에 첨단산업과 관광산업이 균형 발전하는 지역으로 성장했다. 지도자의 결단과 리더십이 얼마나 중요한 것인지 새삼스럽게 느껴졌다. 한국에서 지난 3년간 윤석열 전 대통령의 이념주의와 반북방 정책으로 경제가 엉망이 된 것과 대비된다고 아니할 수 없다. 예로부터 지도자를 잘못 만나면 백성이 고달프다고 했다. 우리도 좋은 지도자를 만나 다시 도약하는 날을 기대해본다.

15일 오후 하이커우시 외곽에 있는 잉야성피터스 국제학교를 방문했다. 벨기에 출신의 교장 캐서린이 반갑게 맞이해 주었다. 8만평 규모의 학교는 마치 대학 캠퍼스를 연상시켰다. 유치원부터 고등학교까지 세계 50여개 국가의 학생들이 모여 수업을 하다 보니 외국인 교사들도 수 십명이 된다고 한다. 골프연습장과 극장, 승마장, 축구장 등첨단 시설들을 고루 갖추었다. 모의 유엔 회의장을 만들어 학생들의 국제 감각을 키우는 모습이 인상적이었다. 글로벌 인재 육성에 집중하는 중국 교육당국의 의지가 느껴졌다. 학교 안에 아파트가 있어 학부모들이 학생들과 함께 생활할 수 있도록 한 것도 눈길을 끌었다.

저녁에 하이난 최대 사찰인 영산사(靈山寺)를 방문했다. 호수가에 위치한 사찰은 평일 늦은 시간인데도 사람들이 많았다. 송나라 때부터 있었던 절인데 엄청난 규모로 다시 짓고 있었다. 발전과 변화에 대한 하이난의 의지는 이곳 사찰에서도 예외가 아니었다. 하이난이 머지않아 대만을 추월할 수도 있겠다는 생각이 들었다. 트럼프 미국 대통령이 일으킨 관세전쟁의 소용돌이 속에서 무관세 자유무역항으로 성장하는 하이난의 가치가 소중하게 느껴졌다.

The day we arrived was the 30th anniversary of the sister city relationship between Jeju Island and Hainan Province. At 5 p.m., a meeting, agreement ceremony, and welcome dinner were scheduled at the guest house in the center of Haikou, the capital of Hainan Province. Since I arrived early before the event, I had time to talk with Governor Liu Xiaoming and Vice Governor Xie Jing about Sino-Korean exchanges. As a city of free trade that values ​​openness, Hainan’s leaders were active in exchanges with Korea. In particular, Governor Liu, who is from Hainan, showed deep affection for Hainan.

After greeting Jeju Governor Oh Young-hoon, whom I met for the first time in two years, I attended a meeting that lasted about an hour. Governor Liu left after concluding a business agreement to strengthen cooperation with Jeju Island. When I arrived at Hainan Huasheng New Material Technology Co., Ltd., the largest chemical plant in Hainan Province, Chen Nanlin, the Vice Mayor of Dongfang City, was waiting for me. I rode in a car with Vice Mayor Chen to tour the plant facilities. It was well-organized, like the chemical plant I saw in Ulsan, Korea. It was a chemical plant built according to the Hainan Free Trade Port policy, and it was built with German and Japanese facilities, but is said to be expanding to Chinese facilities. Hainan Province, which was nothing more than an ordinary island province, transformed into a world-class industrial city by developing a free trade port. It all started in April 2018 when Chinese President Xi Jinping visited and announced his plan to make Hainan a free trade city. Since then, with the prompt institutional support of the State Council and the efforts of Hainan leaders and officials, it has grown into a region with balanced development of high-tech and tourism industries in just seven years. I felt anew how important the determination and leadership of a leader are. It is hard not to contrast this with the economic mess that has been caused by former President Yoon Seok-yeol’s ideology and anti-North Korea policy in Korea over the past three years. It has been said that if you meet the wrong leader, the people will suffer. We also look forward to the day when we meet a good leader and make a leap forward again.

On the afternoon of the 15th, I visited Yingya Sheng Peters International School on the outskirts of Haikou City. Catherine, the principal from Belgium, greeted me warmly. The 80,000-square-foot school was reminiscent of a university campus. Since students from over 50 countries around the world gather to teach classes from kindergarten to high school, there are dozens of foreign teachers. It is equipped with state-of-the-art facilities such as a golf practice range, theater, horseback riding center, and soccer field. It was impressive to see the mock UN conference hall being built to foster the students’ international sensibilities. I could feel the will of the Chinese education authorities to focus on fostering global talent. It was also noteworthy that there was an apartment inside the school so that parents could live with their students.

In the evening, I visited Lingshan Temple, the largest temple in Hainan. The temple on the lake was crowded even though it was late on a weekday. It was a temple that had been around since the Song Dynasty, but it was being rebuilt on a massive scale. Hainan’s will to develop and change was no exception at this temple. I thought Hainan might soon overtake Taiwan. In the midst of the trade war started by US President Trump, the value of Hainan growing into a tariff-free free trade port was felt preciously.
