(브레이크뉴스인천 박상도 기자) 부평구가 16일, 최근 강화군에서 개최된 인천 군수·구청장협의회를 통해 지역건설업체 하도급 참여 확대를 위한 제도 개선을 인천시에 건의했다고 밝혔다.

부평구에 따르면, 현재 인천시는 재개발·재건축 사업의 원도급 참여에 대해서만 인센티브를 제공하고 있으며, 하도급 참여에 대한 지원책은 마련돼 있지 않다. 

이에 따라 인천 지역 1천800여 개의 전문건설업체들이 실질적인 혜택을 받기 어려운 실정이다.

이에 부평구는 인천시 재개발·재건축정비사업이나 도시개발사업, 주택건설사업 등 다양한 개발사업에 지역업체가 하도급에 참여할 경우 용적률 상향 혜택을 받을 수 있도록 인센티브 조항을 신설할 것을 요청했다.

인천시는 2023년 기준 지역별 하도급률이 19.1%로, 전국 광역시 중 가장 낮은 수준이다. 전국 평균은 41.4%이며, 부산 44.8%, 대전 52.6% 등과 비교해도 현저히 낮다.

부평구 관계자는 “도시․주거환경정비기본계획, 지구단위계획 수립기준, 개발밀도 관리지침의 개선이 필요하다”며 “지역업체의 하도급 수주 확대는 지역 경제를 살리는 중요한 열쇠인 만큼 이번 제안이 인천시 건설산업 전반에 실질적인 활력을 불어넣는 계기가 되길 기대한다”고 말했다.

Bupyeong-gu announced on the 16th that it had suggested to Incheon City for institutional improvement to expand participation of local construction companies in subcontracting through the Incheon County Mayor/District Heads’ Council held recently in Ganghwa-gun.
