【브레이크뉴스 포항】박영재 기자=오션힐스 포항CC의 증설된 9홀이 주변 마을과 너무 인접해 있어 농약 살포로 인해 환경오염과 토양오염은 물론 야간조명시설로 인한 주변 생태계 교란 등 환경피해가 상당할 것이라는 주장이 나왔다.

포항시의회 나 선거구 김상백 의원은 15일, 제323회 포항시의회(임시회) 5분 발언을 통해 이같이 주장했다.

김 의원은 특히, 최근 9홀 증설공사를 마무리하고 36홀 규모로 골프장을 운영 하고 있는 오션힐스 포항CC의 운영상 문제점과 완충녹지 확보, 주변 지역 마무리 공사 미비 등도 지적했다.

김 의원은 ”골프장은 지역경제 활성화와 관광산업 육성에 기여 하는 순기능이 있지만 기후위기 시대에 맞춰 환경 훼손을 최소화하고 지속 가능한 개발을 추진해야 한다“며 ”하지만 오션힐스 포항CC는 9홀 증설 운영 과정에서 절차적 문제와 환경영향 저감 대책이 부실하다“며 우려를 나타냈다.

김 의원은 현재 오션힐스포항CC가 증설된 9홀에 대해 적용하고 있는 조건부 등록에 대해서도 지적했다. ”체육시설법상 조건부 등록은 일정 요건을 충족해야 가능하지만, 일부 골프장에서 이를 임시 사용승인의 수단으로 악용하는 사례가 있다“며 이에 대한 포항시의 철저한 관리감독을 주문했다.

김 의원은 또 "9홀 증설 구간중  대전리 방향 부지 경계에 대한 차폐효과가 높은 수목식재를 통한 야간조명 누출 차단, 조명기기 빛 산란 여부, 북측 농경지 인접 경계면에 완충녹지 조성을 통한 차폐수림대 확보, 미비한 구간에 그물망 설치, 원형보전 지역에 발생하는 우수를 관거로 하류 수계 직접 방류토록 계획하는 등의 보완 사항이 시급하다"고 강조했다.

이어 김 의원은 ”증설된 9홀의 경우 마을과 인접해 있어 농약 살포로 인한 토양오염, 농약 잔류, 생태계 교란 등의 환경피해와 야간조명시설로 인한 주변 생태계 교란 등 환경적인 피해도 우려된다“며 이에 대한 실태조사 실시와 오염 예방대책 마련을 포항시에 요구했다.

김상백 의원은 ”개발사업 승인과정에서 전략환경영향평가와 주민 의견 수렴은 필수 절차이며, 포항시는 환경보호와 주민 상생을 위한 노력을 끝까지 다해달라“고 당부했다.

Kim also pointed out the conditional registration currently being applied to the 9-hole expansion of Ocean Hills Pohang CC. “Conditional registration is possible only when certain requirements are met under the Sports Facilities Act, but there are cases where some golf courses are abusing this as a means of temporary use approval,” and requested thorough management and supervision by Pohang City.

Rep. Kim also mentioned the lack of buffer green space in the 9-hole expansion section and the possibility of damage to residents. He expressed doubts about whether residents’ opinions were properly reflected in the environmental impact assessment, saying, “Basic environmental measures such as creating a shielding forest, preventing light scattering, installing nets, and supplementing the rainwater treatment system are insufficient.”

Rep. Kim continued, “In the case of the expanded 9 holes, there are concerns about environmental damage such as soil contamination due to pesticide spraying, pesticide residue, and ecosystem disruption due to the adjacent village, as well as environmental damage such as disturbance of the surrounding ecosystem due to night lighting facilities,” and requested Pohang City to conduct an on-site investigation and prepare pollution prevention measures.

Rep. Kim Sang-baek said, “In the process of approving a development project, strategic environmental impact assessment and collecting residents’ opinions are essential procedures, and Pohang City should make every effort to protect the environment and coexist with residents.”
