조홍규 전 의원은 대학 시절부터 민주화운동을 하다, 1970년대 당시 정일형 의원(정대철 헌정회장 아버지)의 비서로 본격적인 정치활동에 뛰어들어, 김대중의 민주당에서 3선 국회의원을 역임했다. 특히 그는 고려대 재학 시절, 자신의 등록금을 민주화 데모하는 데 써서 학교를 제대로 못 다녔고, 군대에서 휴가를 나와서도 데모를 했다고 한다. 결국 입학 35년 만인 2000년에서야 대학 졸업장을 받을 수 있었다고 한다.
