[브레이크뉴스=배종태 기자] 부산시가 초고령사회에 대응하는 새로운 시니어 복지 모델 구축에 나섰다. 고신대학교와 협력해 의료와 돌봄을 결합한 ‘제2 하하캠퍼스’를 조성하며, 건강 관리부터 여가와 교육까지 아우르는 복합형 웰니스 거점 마련에 속도를 낸다.

부산시는 20일 오후 시청 국제의전실에서 고신대학교와 제2하하캠퍼스 조성을 위한 업무협약을 체결했다. 협약식에는 박형준 부산시장과 조승환 국회의원, 이정기 고신대학교 총장 등이 참석해 사업의 원활한 추진을 위한 협력을 약속했다.

하하캠퍼스는 ‘행복하고 건강하게 나이 들기’를 의미하는 개념으로, 시니어 세대가 대학의 인프라를 활용해 교육과 문화, 건강 관리를 한곳에서 누릴 수 있도록 설계된 복합 공간이다. 부산가톨릭대학교에 이어 두 번째로 추진되는 이번 사업은 대학의 유휴 자원과 전문 의료 인프라를 결합해 시니어 중심의 웰니스 거점을 구축하는 데 목적이 있다.

제2하하캠퍼스는 고신대학교 영도캠퍼스 내 약 24만 6천 제곱미터 부지를 활용해 단계적으로 조성된다. 1단계에서는 2026년 하반기부터 시민 접근성을 높이기 위한 야외 체육시설을 조성하고, 대학 시설을 활용한 시니어 특화 교육 프로그램인 하하에듀프로그램을 운영해 참여를 확대할 계획이다.

2단계에서는 2027년부터 구체적인 마스터플랜을 수립하고, 고신대학교복음병원과 연계한 디지털 기반 헬스케어 프로그램을 도입한다. 장기적으로는 대학 연계 은퇴자 마을을 조성해 의료와 관광, 웰니스가 결합된 시니어 전문 거점으로 발전시킨다는 구상이다.

이번 협약을 통해 부산시는 행정적·제도적 지원과 함께 투자 재원 확보에 나서고, 고신대학교는 학교 시설의 무상 제공과 전문 교육 및 의료 프로그램 운영을 맡는다. 특히 의과대학과 병원이 갖춘 의료 인프라는 예방 중심의 건강 관리 체계를 구축하는 데 핵심 역할을 할 것으로 기대된다.

박형준 부산시장은 “부산가톨릭대학교에서 시작된 첫 번째 하하캠퍼스를 통해 높은 만족도와 가능성을 확인했다”며 “고신대학교의 의료 인프라를 결합해 돌봄까지 아우르는 새로운 노년 모델을 성공적으로 구축하겠다”고 밝혔다.

Busan City is moving forward with a new senior welfare model in response to a super-aging society. In partnership with Kosin University, it will establish the second HAHA Campus, accelerating efforts to create a comprehensive wellness hub that integrates healthcare, caregiving, education, and leisure.

On April 20, Busan City signed a memorandum of understanding with Kosin University at City Hall to establish the second HAHA Campus. The signing ceremony was attended by Busan Mayor Park Heong-joon, National Assembly member Cho Seung-hwan, and Kosin University President Lee Jung-gi, who pledged close cooperation for the successful implementation of the project.

The HAHA Campus, which stands for “Happy Aging, Healthy Aging,” is designed as a comprehensive space where seniors can access education, cultural activities, and healthcare services using university infrastructure. Following the first campus at Catholic University of Pusan, this second project aims to combine underutilized university resources with advanced medical infrastructure to create a wellness-focused hub for older adults.

The new campus will be developed in phases on a 246,000-square-meter site within Kosin University’s Yeongdo campus. In the first phase, beginning in the second half of 2026, outdoor sports facilities will be built to improve accessibility, and a specialized education program called the HAHA Edu Program will be launched to encourage participation.

In the second phase, starting in 2027, a detailed master plan will be established, and digital healthcare programs will be introduced in connection with Kosin University Gospel Hospital. In the long term, the city plans to develop a university-linked retirement community, creating a specialized hub that integrates healthcare, tourism, and wellness.

Under the agreement, Busan City will provide administrative and institutional support while working to diversify investment resources. Kosin University will offer its facilities free of charge and operate specialized education and medical programs. Its strong medical infrastructure, including its medical school and hospital, is expected to play a key role in building an advanced preventive healthcare system.

Mayor Park stated that the first HAHA Campus at Catholic University of Pusan had already demonstrated strong potential and high satisfaction among participants. He added that the city aims to build a successful model that integrates healthcare and care services by leveraging Kosin University’s medical capabilities.
