브레이크뉴스 정명훈 기자= 애니메이션 제작사 ㈜로커스는 지난 10월 문화체육관광부 국정감사에서 조계원 더불어민주당 의원이 순천 애니메이션 클러스터 조성 사업의 변경 및 예산 증액 과정이 김건희 여사의 관여 아래 문체부의 비호 속에서 계획적으로 이뤄졌다며 로커스도 연류됐다는 의혹을 제기한 것과 관련 "사실무근"이라며 유감을 표명했다.

로커스는 5일 입장문을 통해 "당사는 최근 일부 언론에서 제기하는 순천시 애니메이션 클러스터 사업 관련 특정 정치적 인물과의 연루 의혹에 대해 강한 유감을 표하며, 해당 의혹이 사실무근임을 명확히 밝힌다"며 조목조목 반박했다.

로커스는 2009년 5월 설립된, 16년 차 업력의 애니메이션 제작사로, 대표작으로는 ‘레드슈즈’, '유미의 세포들', ‘퇴마록’ 등이 있다. 현재 로커스의 1대주주는 홍성호 로커스 대표이사(19.95%)이며 상시고용 인력은 160명, 2024년 매출 207억원이다. 

먼저 김건희 여사가 2023년 3월 순천만 국가정원 방문 이후 로커스가 흑자전환을 하고 대규모 투자까지 받은 것과 관련 "2023년 로커스의 흑자 전환은 외부 지원에 따른 것이 아닌 자체적인 체질 개선과 영업 성과의 결과"라며 "로커스는 2022년 네이버웹툰에 인수된 이후, 지속적인 체질 개선을 추진하며 자회사 정리와 구조조정을 진행했다.  이후 대형 프로젝트 (‘스즈메의 문단속’ 배급, 2023년 3월 개봉) 성공적으로 수행하며 2023년 흑자 전환에 성공한 것"이라고 설명했다.

이어 "구조조정, 자회사 정리를 통한 비용 감소 및 대형 프로젝트의 흥행은 기업 재무 개선의 가장 확실한 근거이며, 이로 인한 시장의 투자는 기업의 개선된 실적이 확인된 후에 이루어진 것"이라고 부연했다.

'컴투스가 로커스의 특수 관계인으로, 로커스의 경영에 영향을 미치고 있다'는 의혹에 대해선 "로커스는 위지윅스튜디오(컴투스 종속기업)의 관계기업으로, 위지윅스튜디오는 경영 및 사업에 전혀 관여하고 있지 않으며 로커스 이사회의 결정으로 운영되고 있다.  또한, 로커스 이사회에는 위지윅스튜디오 관련 인사가 포함되어 있지 않다"고 해명했다.

위지윅스튜디오는 로커스의 지분 9.19%를 보유하고 있으며 컴투스는 위지윅스튜디오의 지분 38.1%를 보유 중이다.

컴투스 특수관계인이기에 순천시 사업에 앵커기업으로 선정되는 특혜를 받았다는 지적에 대해서도 "순천시는 앵커기업 유치를 위해 대한민국 모든 애니메이션 스튜디오에 접촉한 것으로 알고 있다"면서 "순천시가 제시한 앵커기업의 기준은 5년간 최소 200억 투자, 상시고용 100명을 달성해야 하고 순천으로의 본사 이전을 해야 한다. 생산, 제조 공장의 지방 이전과 달리 문화기업의 지방 이전은 현지 인력 조달이 어려워 대부분의 국내 대형 기업이 지방 이전을 불가능하다고 판단해 거절한 것으로 알고 있다. 반면, 당사는 경영진이 오랫동안 비전을 갖고 추진해왔던 오프라인 거점 확보와 순천시의 해당 사업에 대한 강력한 의지를 확인하고 해당 사업을 추진하는 것을 결정했다"고 전했다.

그러면서 "기업의 입장에서 막대한 비용을 감수하는 지방 이전은 단순 특혜를 목적으로 하기 어려우며, 순천시의 K-디즈니 비전에 공감한 경영진의 과감한 도전의 결과"라고 자평했다.

순천 애니메이션 클러스터 변경 승인 과정이 내부 검토, 현장 실사 없이 로커스의 셀프 요청뿐이었다는 의혹에 대해선 "변경을 요청한 사실 자체가 없다"고 선을 그었다.

아울러 로커스가 1600억원 투자 여력이 없다는 지적에 대해서도 "당사가 체결한 협약 내용은 5개년 간(2026 ~ 2031년) 최소 투자 200억, 목표 투자액 1,000억으로, 이는 당사의 사업 확장 계획에 부합하다"면서 "기존 보도자료를 통해 발표된 1,600억원은 당시 순천시의 유치 목표이며, 25년 10월 18일 당사와 순천시가 체결한 투자협약서의 공식 협약액은 5년간 최소 200억원 이다. 해당 투자금은 당사의 주 사업인 애니메이션 제작에 투입되며, 향후 5년 간 15편의 애니메이션 제작이 예정되어 있다. 참고로 로커스는 2023년 105억, 2024년 95억, 2025년 104억(예정), 2026년은 190억 원(계획)을 외부로부터 투자유치하여 애니메이션 제작에 투입하고 있다"고 했다.
